Click your organisation name, then select Settings. Under General , click Users. Click a user's name, or for a user, click the options menu , then select Change permissions. Select Payroll admin. Optional Select Manage users if you want the user to give other users access to payroll.
Click Update permissions. Remove the payroll admin permission from a user so they can't access Xero Payroll under their login. Clear the Payroll admin checkbox.
